Project Update 1

19 March 2025

We are pleased to update you on the progress of the Crisis & Emergency Response Reform Project. Stage 1: System Design is underway, and seeks to map the existing and future service system:

  • Building on work undertaken to-date to develop a shared understanding of the current state, and the opportunities to improve experiences and outcomes for all Victorians; and
  • Collaboratively define the ideal future state where anyone can easily access the right crisis support, delivered by a well-supported workforce.

Service System Design Discussion Paper

A range of perspectives are being sought to inform Stage 1 one of the project, focused on establishing a future crisis system design.

To support engagement in this stage, a discussion paper (see below), has been prepared which is intended to help stakeholders to start thinking about the future system design.

Please note that:

  • The crisis system is one component of the broader mental health service system. The crisis system is complex, and operates in conjunction with numerous mental health responses available throughout Victoria
  • The mapping of the Current Service System (pg. 8) is a simplified and non-exhaustive mapping of the current crisis system and the services that interconnect with it

How you can provide input

We invite you to provide your input on the System Design Framework (pg. 10-11), as outlined in the Discussion Paper, through this survey.

The questions we are seeking to explore are:

  • What responses should be available in the future state, and who should respond?
  • What roles should stakeholders play?
  • What are the pathways between services?
  • What must be in place to achieve the intended vision?

We appreciate if you could please provide your input in response to the Discussion paper by no later than Sunday, 6th April. Thank you!
