Project Update 12

13 October 2025

We are pleased to share our twelfth and final bulletin update on the progress of the Crisis & Emergency Response Reform Project.

Service Design Overview

Informed by previous design work, desktop review and broad engagement, we are now pleased to share the Service Design Overview report. This marks a significant milestone in our collective effort to reshape crisis and emergency response services in Victoria. This document provides an overview of the proposed objectives, core functions, workforce, intended outcomes, and operations of each of the five service models: Crisis Telehealth; Crisis Outreach; Crisis Stabilisation; Drop-in Safe Spaces; and Clinical Assistance.

We invite your feedback on the Service Design Overview. Please respond to the questions below via this survey link before Friday, 24th October:

  • To what extent do the insights in the report reflect your own perspectives or experiences?
  • Are there any additional design considerations that should be taken into account for any of the five service models?
  • If you were a participant in any of our service design workshops, we welcome your feedback on your experience and the process overall.

All feedback will be provided to the Department of Health to support finalisation of the design outputs.

Thank you

A sincere thanks to every individual and organisation who contributed their time, experience, and wisdom to this design process. Your participation was instrumental in the success of this phase and has laid a strong foundation for the reforms ahead. Your insights have been central to this work. The key outcomes are captured in a series of Engagement Overview reports which are available:

What's Next?

  • Finalising Phase 1 Design: The Victorian Department of Health is facilitating an internal review process to finalise the Service Design.
  • Preparing for Implementation (Phase 2): This will involve close collaboration with frontline workers and organisations to implement the new models, subject to future government funding.
