Project Update 4

30 April 2025

We are pleased to share our fourth bulletin update on the progress of the Crisis & Emergency Response Reform Project. We are currently focused on validating the findings of the Future Service System Design.

Project activities in the past fortnight

Since our last update, we have further synthesised insights relating to the Future Service System Design. The resulting output will be designed to support a shared cross-system view and understanding of crisis system responses, and how five new/re-designed service models will best integrate into the broader system. These services are:

  • Clinical Assistance
  • Telehealth
  • Outreach
  • Safe Spaces Stablisation; and
  • Safe Spaces Drop In

The findings have been informed by:

  • Desktop review of all available documents, including previous design work; and
  • Engagement activities, including consultations and workshops with a broad and diverse group of stakeholders, which included individuals with lived and living experience as well as representatives from frontline agencies, helpline providers, local and area mental health services, peak bodies, primary health networks, and the Victorian Government.

Next steps

  • System Design Validation
A validation workshop with the Department of Health will be held to review insights from earlier system design work. This design work will be revisited after service design work is completed.
  • Service Design – Desktop Research & Stakeholder Engagement
A series of service design workshops and consultations will be undertaken to inform the design of each service. This will further leverage previous design work and be supported by additional desktop research.
  • Finalise Design
The five service designs and overall system design will be finalised to guide the next phase of planning and phased implementation.
